Heat the Instant Pot to Saute. Melt the coconut oil. Add the beef and saute for 2-3 minutes.
Add red bell pepper and green bell pepper, garlic, ginger, lemongrass, salt, water, and red pepper flakes. Close the lid and cook high pressure for 8 minutes. Release the pressure manually.
Stir in green onions and cilantro.
Serve immediately.
