In a large bowl, mix the ground beef, salt for the crust, nutmeg, orange zest and fennel seeds.
Press the beef mix into an eight-inch pizza pan. Cover with plastic wrap and press again or use a rolling pin to make the beef as flat and even as possible. Remove the plastic wrap.
Top with fennel slices and bake in a 400 degree F oven for 18 minutes, chicken crust will begin to brown and fennel with start to brown as well.
Remove from the oven and top with clementine slices. Return to the oven for 5 more minutes.
Drizzle with balsamic and sprinkle with sea salt for the topping. Serve hot.
